Health and Safety Site Officer

Reporting to the Manager of Health and Safety, the Health and Safety Site Officer is responsible for executing the implementation and maintenance of the site health and safety program. This a contract position that will run for a minimum of 4 months.


  • Establish and implement policies and procedures in regards to local, provincial, and federal health / safety and claims management and/or environmental statutes/regulations/guidelines/policies and codes to ensure compliance
  • Conduct health and safety audits, workplace inspections, and employee safety observation; both compliance and program based and provide corrective and preventive action plans with timelines
  • Conduct health and safety information sessions, toolbox talks
  • Prepare comprehensive written reports with clear findings and recommendations
  • Monitor, measure and report on health and safety performance
  • Commending employee and supervisor health and safety performance
  • Ensure compliance of standards and procedures; minimize non-conformance of standards
  • Carry out health and safety objectives and programs with facility
  • Serve as resource and provide guidance and assistance
  • Provide safety training and the promotion of safety awareness
  • Ensure health and safety orientation, for all new employees of Q9 and/or Subcontractors
  • Ensure health and safety job specific training for all new employees, transferred employees, and/or promoted employees of Q9
  • Review WHMIS and MSDS, update and implement procedures and practices
  • Review occupational health / safety and claims management statistics, conduct trend analysis and make recommendations for continuous improvement
  • Review WSIB/WCB claims, make recommendations and advocate early and safe return to work program
  • Conduct Injury/incident investigations and review to determine 1° and 2° causes, file first report of injury/incident, provide clear findings and recommendations, work with management to provide an accident free work environment

The authority of this position is authorized through the Manager of Health and Safety as well as the Director of Facilities and Construction. The Health and Safety Site Officer is required to maintain regular communication of any issues or concerns with the Manager of Health and Safety and the Director of Facilities and Construction.

Position Qualifications

The Health and Safety Site Officer must have knowledge also hold the following minimum qualifications in the following areas:

  • A minimum three to five years previous experience in a construction setting
  • Bachelor’s degree or diploma in Occupational Health and Safety or a related discipline
  • Health and Safety Certification, completion of CRSP designation, or actively working towards
  • Ability to understand / utilize WSIB/WCB statutes/regulations/guidelines/policies and codes in order to ensure Q9 complies with applicable legislation and develops effective claims management and cost control strategies
  • Extensive knowledge and experience applying environmental and health and safety legislation and industry standards
  • Background in areas of Industrial and Construction Occupational Health and Safety – knowledge and/or experience
  • Ability to communicate with internal and external stakeholders at both the front line and management levels
  • Standard First Aid (ON & AB), OFA Level II (BC)
  • Basic level I & II certification (ON)
  • Knowledge of workplace inspections, audit, and investigation practice
  • Strong interpersonal / organizational skills and ability to prioritize and multi-task
  • Computer application and MS Office proficiency (spreadsheets, word processing, database, project management, etc.)
  • Excellent leadership, communication, presentation and facilitation skills with experience in training and/or education
